According te tbe last report of the Seete tary of tbe Treasury, tbe total net ordi nary expenses of tbe United States for war, navy, Indian, andotvil lists, exclusive of tba public debt, interest, and pension, ware at follows: From tbe foundation of the Government to tbe 30th of June, i 8t; 1 82 years, aggregate (1,506,726,141.15. For the four years of civil war, from June, 1862, to June 30, 1866, including both fiscal years, the total was (3,530,020,581,64. II. Kelly died at the residence of Mr, F. Gilmer, in this city, yester day. He is well known all over Alabama, having been one ol the most active railroad men and contractors in the Sonth. A few weeks ago came here from Selma, where he had been looking after matters connected with the Selma i-fe Onlf rnilroad, and was on bis way to fWi home in Opelika.

He was taken sick with pneumonia, complicated with heart disease, and breathed his last, yesterday. Alabama and society lose a good, high-minded and liberal citizen, and his family a most devoted husband and father. There were few better men than (RrH. Kelly, and lew who will be mnnr'sadly missed in all the walks of life. His wife, whose maiden name was Nancy Brown, had, before marriage, emigrated witb her parents lrom Cape Cod, Mass. While living at Alexandria they had three children. The eldest, in 1818, wasnanted for his father. Abont 1825 Mr. Yocnm emigrated with bis wiles people hack to Cape Cod.

Here Nicodemus, the yonDger, had grown into manhood, and in the coorae of time became Captain of a whaling vessel, which cruised for jears in tbe North Pacific Ocean When on a homeward Toyage in the year 1841, off the southern coast of China, he rescued a disabled junk, containing, besides the sailors, five Chinese mandarins ot high rank. The helpless vessel was towed into the harbor of YuDgao, in the province Qoangtnng, where Capt. Yocnm and his American crew were loaded with presents. in due time the wbaleship returned to Cape Cod, where Capt. Yocnm fonnd that his wife was dead, leaving a two-year-old son named Jeremiah.

One year afterward Capt. Yocum sailed for the China Sea. Entering tbe month of the river Po-Kiang, messages were sent to Canton to the rescued mandarins of two years before, and the Yankee ship was permitted to go into the harbor. In retorn for his fathers kindness, Jeremiah was sent to tbe Royal Preparatory School at the above named city, and at the age of 17 entered the Imperial Col lege. Here eight year were spent learning the Chinese language.

But, in truth, Judge Thurman lias not changed in the least, lrom the days of Jackson and Benton, and is no doubt as absolutely in favor of hard money as he ever was bnt he is too wise a man and too sound a statesman to cling to an idle abstraction in the present condition of tilings, and thus permit the tools of tile money power to oppress and defraud the people. He knows that there can never be any resumption of specie basis until the enormous public debt is paid off, cut down, or repudiated and moreover, knows that John Sherman, Hayes, all the tools of bondholders are at work, and have been at work for twelve years past, simply and solely to increase the value of he bonds without any hope or indeed desire to get a specie basis. They bought the bonds for forty cents on the dollar, and their Congress has legislated for twelve years tikjuake their bonds good as gold, aud that is all they are after; though, of -course, it dwarfs all other kinds of properly. No man understands their little game better than Judge Thurman, and he therefore pnlls aside the mask and exposes their lying pratices, and demands that the hngger muggery of national banks shall cease, and Treasnry notes be issued directly, and the inteiest saved to the people.
