HEW YORK. 1878. AYLOR NEW YORK. i tary train, together with the necessary staff and department. When it it de termined by the Government to place the forces of aVegiou on a war footing, tlie Minister send the order to the General commanding the army corps.

Men who are called out to terve proceed to the depot of their corps, and it is considered that a body of troops should be readv to start from its quarter in a canton tor the poiDt of concentration on the sixth day of mobilization. If the minute rules now imperatively liitiiJIug up-l on the directors of different departments of commissariat be observed, such roiu-ons uiistakesas were committed when M. Ollivieron the last occasion undertook the war against Prussia with a light heart' cannot occur again. Tint artillery establishment appears to be under perfect administration, and, besides mirations training schools, arsenals, powder factories, uanufactoiies of arms, iron works and foundries in the same department, the central artillery depot contaioe ample accommodation for archives, maps, plans, models of modern artillery, libraries, workshops, and laboratories. A corresponding amount of care is bestowed on the efficiency of the medical staff, hospital arrangements, provision for religions ministrations, and military, isilway, postal, and telegraphic service.

Tlie importance of the sonud elementary as well as professional instruction of soldiers as well as officers is also recognized under the new system to so extent previously unknown in Frauce. France prefers to adhere to the principle of the Chassepot rifle, subject to slight modification. The Gras rifle, which supersedes tlie Chassepot pattern of 186(1, differs ftsm the latter so little that the Chassepot can be converted into the Gras gun by simply retailing small part of tlie barrel, and adapting the breech block to a new ntrangement, or allow the employment of a metallic cartridge. With this fresh type of a title a soldier carries oo service 74 rounds. The estimated cost tor J878 which this extensive process of military reorganization involves is and, to realize properly the rate at which expenditure on the War Department has been augmented it should be remembered that it now exceeds the amount devoted to the army in 1848, wiien Louis Philippe fell, by more thau five millions, and that it reaches within million of what was absorbed In the first year of tlie Crimean war.

The budget for 1878 also represents a total of 35,108 officers and crews in the Frencli Navy, to lie provided for at a collective cost of There ate 120 ships in commission, comprehending irou-clail and HDuruioreil steamers, paddle-wheel and sailing vessels, relief and navigating school ships. Ouly those who have not studied the immense resources of France will be surprised by the large development. of physical force which has now been accomplished. Despite the astounding event of 1870-71, and the vast increase ot Imidens to which they led, France irmitined the moat compact, rich aud homogeneous power ou the Continent. Thus nearly seven years after the close of a disastrous war, she stands erect, and far more redoubtable thau she has ever been since hr great strife with Germany bioughi loan end.

'A t-aWe mwsirgo from tlie Kail of to a friend in this city, received yesterday, announces his en gjgement to Mis Hannah de Roths-cliild. a reioit of which was published in'tlie Manchester (Juanitas on Saturday. Lord Rosebery was born May 7, IS47, became heir-apparent of the Farl-deffn on (lie death of' Uis father, Lord Dalmeny, in January, 1S51, and sue- ceeded his grandfather ae fifth Earl of Rosebery, Vi scon nt Rosebery, Viscount Iuverkeifltlng. Baron Primrose and Dal-meny in the peerage of Scotland, and Baron Rosobtrry in tho peerage of tlie United Kingdom, in Lord Roseberys mother, who was a sistei of tite late Earl Stanhope, the historian, was married a second time in 18.11 to the present and fourth Duke of Cleveland, tho owner of Battle Abbey and of Raby Castle, the magnificent home in ancient days of the great house ot Xevill, and one of the wealthiest of English peers. Although still so young a man.

Lord lloseberry has attained unusual distinction in Parliament by his keen good sense, iinmor and easy, natural eloquence. lie is a thorough Liberal in politics, and in two visits to the United States lias made himself familiar with the practical workings in this country of idqas which are discussed as experimental only in Great Britain. fie was a frequent visitor at Ment-more, the superb seat of Baron Meyer Amschol tie Rothschild during the Batons lifetime, and when the Baron died in 1874, leaving a widow and an only daughter, Miss Ilaunali de Rothschild, it was generally expected that the relatione already established between the young lord of Dalmeny Park and tho heiress of Mcntmore would lead to the result which is now made public. The share of Baron Meyer-Amschel in tho business and property of tho English branch of the Rothschilds was estimated at his death to amount in round numbers to about 5,000,000 sterling exclusively of his real estate in London, where he owned and occupied a large house in Piccadily within a few doors of tho town residence inherited by Lord Rosobory, and in Buckinghamshire where he had established at Ment-more one of the noblest of modern racing studs, and where Sir Joseph Paxton built for him a spacious and splendid mansion. Tho Rothschilds have fonnded a sort of family Tontine, under the terms of which the capital of the different members of tho family draws a certaiu fix Ad rate of interest from tho general business ot (lie house, and it i understood that the income from this source of Baron Meyer-Amscliol was in the neighborhood of a year.

From othbr sources he received probably about 5ft, 000 a year more. The whole passed to his daughter, and the future Countess of 'Rosebery will probably bring her young husband a dowry representing, in round numbers, about 200,000 or $1,000,000 a year. She is about twenty-five years of ago, accomplished, amiable and remarkable alike for her qualities of iflio head and of tho heart. As tho mistress of Mentiuore she 1ms shown great judgment and spirit, administering and keeping up herself tho great racing establishment founded by her fatficr, and she has earned tho admiration and affoction of the whole country by her simplicity, womanliness and practical charity. Her mother, who dietl last year at Xico, on hoard her yadlit, had been in ill-health for some ti ttfe before her death, and the burdens of tho estate were necessarily devolved in no slight degree upon Miss Hsnnah do Rothschild herself.

She has long boon an intimate friend of Mrs. Consnelo Y.uaga, ot this city, now the Viscountess Mandeville. Mentmorc, tho seat of Mias Ifanuah de Rotlichild, belonged in tbs early part of tiie last century to the Viscounts Limerick, an extinct brauch of the great family of Hamilton. The present house is an immense pile built from designs by the late Sir Joseph Paxton upon the lines of a castle in the north of Euglaud, and partakes in style both of the feudal and tho Elizabethan nges. It is remark -able for a vast haji.

extending from the ground floor to the roof within the towers. Galleries-around this colossal hall at tho elevation ot the successive stories, and suites of apartments open upon thorn. The house contains a number of line pictures, among them some masterpieces ot Italian art some fine works of sculpture afford a perfect museum of bric-a-brnc, including a rare collection of costly miniatures and some of tho best ivory carvings in England. It stands well upon a beautiful eminence, the lino, well-turfed park sloping away from it on all sides excepting the north. There Is a good deal ot general resotn lilauce between Mentmoro and Ferrieres, the of Baron James de Rothschild, near Paris, which became so famons during the Franco-German war of 1870.

The great dining-room opens out upon a terrace which commands a noble and extensive view over the finely wooded acres of Lord Beaconstlehls home county of Buckinghamshire. FRANCE ARMED FOR THE FIGHT. A Portentious Fact A Trained Force of Nearly Two Million and a Half.

l.nndonTpegraph. An exltanstive compilation of statistics relating to The Armed Strength of France has recently emanated from the Intelligence Branch of the Quartermaster Generals Department at the Horse Guards, and it is impossible to scan the results of Major Easts laborious investigations on the subject without being struck at the prodigious strides made by the French military authorities in the work of reorganization since the passage of the new law, sur le the National Assembly five years ago. Never since the disastrous campaign ot the First Napoleon, which closed at Waterloo, has the normal rate of expenditure upon the army of France approached the amount it has now reached. The numerical strength of the troops at present established on a peace footing exceeds by $1,000 men what was deemed sufficient on the same basis immediately before the outbreak of the war with Germany. The French War Office has spared no pains to become acquainted with the working ot every military system in Europe.

It is a portentious fact that, according to the estimate of Major East, notwithstanding her immense loss ot territory, money, and population, Fraoce at this moment possesses total available land force, consisting exclusively of trained men, This vast aggregate includes the active and territorial armies, with the reserves belonging to them respectively. Consequently a mighty iorce, drawn from this armed liosL-iinder the new regime, could lie putJK the field in a comparatively brief space of time. Of course, it i ouly the modified plan of recruiting introduced subsequent to the Frapco Get man war that could tender possible tlie mobilizitiou of a force so enormous. tlie act passed in 1872 every Frenchman between 20 and 40 years became liable to petsonal military service, without the chance of receiving any kind of bounty by way of compensation for enlistment. So stringent are tlie icgnlations enforced in respect to this matter that no substitution is allowed, and even dispensations from service, obtainable under certain conditions do not necessarily secure exemption.

A table showing the number of young men domiciled itt each canton having completed their twentieth year, is drawn up by the Mayor of the district. This (aide is regularly placarded in each commune nt a given period, and on a day fixed for the purpose it is exnmined. The drawing of lots follows at the chief town of the canton, in the presence of the Sab-Prefect, assisted by the Mayor of tlie cantou, and when once these are drawn no causes of exemption are admissible, except in case of bodily infirmity, deficient height, urgent domestic claims, and some other specified contingencies. fevery German capable of hearing arms is compelled to serve in tlie standing army of his country for seven years Irotn the end of his twentieth year, and live years more in the Laudwlier. So every Frenchman not declared unfit for military service is now bound to serve in the regular army for live years, in the resettle ot the tegular army for an addi tional four years, ami in tlie reserve of the territorial army for six years more.

Serving a military apprenticeship so protracted and varied, French soldiers can hardly fail in a few years to attain the highest proficiency in their profession. From 1873 to 187(1 the average yearly number of young men who drew lots, out of a population of 3(1, 000,000, was 202,000. Of that number, 145,500 were exempted on various grounds; so that 140,500 were left available every year for actual service witli tlie colors. Tho grand total of tlie active army, including those in disponibllite, is 710,300 sub officers and men. The reserve of the active army, comprising four classes l-tween the sixth and ninth year of service, ambers 520,082 the territotia) army, which embraces men betwien tlie teuth and fourteenth year of service, amounts to and tlie reserve of the latter army, which represents those between the fifteenth and twentieth yesr of service reaches a total of 033,782.

ff this united force be compared with tho German Army of the Line, the Reserve, the Lamlwehr, and the Lands'urin, it will lie found to be very much- stronger numerically. The French army is (list rib ted throughout the eighteen regions into which tlie countiy is dlviped, and corps is stationed in each of them, he-aides one located in Algeiia. Each re gion possesses general supply tnaga zincs, containing sioies of aims, amtnn-nition, clothing, harness, and equip merits: and each army corps i- made up of two divisions of ii fan try a brigade of 'cavalry, a brigade of artillery, a battalion engineers, a squadron of mill the American and foreign Patents G1LUOUE successors to: Chipmaa. lloamer-V Solicitors.
